Technical Director, Cannabis Safety & Quality (CSQ)

Darwin Millard is a 17-year cannabis/hemp industry veteran, cannabinoid extraction specialist and policy change-maker. Colloquially known as “The Spock of Cannabis,” Millard has focused on the extraction and manufacturing of nutraceutical products containing cannabinoids for nearly two decades, helping companies “live long and process” by implementing cost-effective, purpose-driven phytocannabinoid processing and herbal product manufacturing solutions. Millard specializes in mechanical and solvent based extraction methods for isolating highly volatile terpenophenolic secondary metabolites from botanicals, and his expertise has progressed the cannabinoid product industry forward. In 2012, Millard took part in developing the first legally sold CBD dietary supplement and he’s since worked in some capacity with every major publicly traded cannabis operator at some point in their business lifecycle.

Throughout his vast industry experience, Millard learned first-hand about the need for standardization within the cannabis industries, which led him to where he is today. Now Millard champions the benefits of standardization as the Technical Director for Cannabis Safety & Quality (CSQ), the first accredited safety and quality certification program to meet ISO requirements and regulatory requirements from seed-to-sale for the manufacture of cannabinoid-containing products. In addition to his role at CSQ, Darwin is an award-winning member of ASTM International’s Technical Committee D37 on Cannabis, a group dedicated to the development of voluntary consensus standards for the global cannabis/hemp industry. He’s also ASTM’s Subcommittee Vicechair of D37.04 on Cannabis Processing and Handling and the Subcommittee Chair or D37.08 on Personal-use Cannabis Devices and Appliances.

Chairman, President and CEO | Blackstar, LLC and Blackstar LP

Mr. Oxendine is currently Chairman, President and CEO of Blackstar, LLC and Blackstar LP, both management companies which provide consulting and management services to the communications industry.

Mr. Oxendine earned an M.B.A. from Harvard University, Graduate School of Business in 1971. He received a B.A. in Political Science and Sociology from Hunter College in 1965. He has a working knowledge of Spanish and French, and some familiarity with Russian.

Mr. Oxendine has written several articles on venture capital and media investing that have been published in the Bar Association Law Journal, Duke University Law Review, Journal of Minority Business Finance, and Sound Management.

Regional General Manager 

Roy McFarland is a dynamic leader with a proven track record of success in heavily regulated industries. Recently, he was hired by OGeez!, Arizona’s first cannabis edibles brand, to spearhead its expansion to Illinois and other Midwestern markets. With a background in law and business, Roy is known for his P&L stewardship and the ability to foster cross functional team collaboration in stressful environments.

His previous roles include leading significant turnaround efforts at Carbon Chemistry as COO, where he improved the company’s financial health and completed several roll-up acquisitions to position Carbon for a successful sale. Prior to that, Roy scaled Flor Americas into a global supply chain and product development consultancy before its acquisition by a Latin American private equity firm in 2023. 

Roy’s cannabis career started in California, where he was one of two original founders of PLUS. He led PLUS from Day 1 inception to $96M IPO, and his work as an executive leader has earned broad recognition, with his teams being featured in Forbes, San Francisco Chronicle, Business Insider, Benzinga, and Dieline.

In addition to his role as regional General Manager of Midwestern Operations at OGeez!, Roy is a guest lecturer at the University of South Carolina School of Law. Outside of work, he’s an avid skier/snowboarder and proud Dad. He is shadowed by a 15 year old cranky but beloved dog named Sumo, and as a lifelong Denver Broncos fan, Roy remains hopeful that the team’s best days are still ahead.

Abi Roach is a visionary leader in the cannabis industry with 30 years of experience spanning brand development, product strategy, and regulatory advocacy. She spent 20 years building Hotbox, one of Canada’s most recognized cannabis spaces, transforming it into a cultural hub that blended retail, hospitality, and activism.

As a Senior Manager at the Ontario Cannabis Store (OCS), Abi played a key role in shaping Ontario’s cannabis market, leading initiatives such as Farmgate, Flow-Through, Budtender Sessions, Sampling Programs, and Product Taxonomy. Her expertise in category management, trade marketing, and regulatory navigation has been instrumental in defining retail and distribution strategies in Canada’s evolving cannabis landscape.

Currently, Abi is the Chief Visionary Officer of Jane Dope & HER.B by Jane Dope, pioneering inclusive, lifestyle-driven cannabis brands. She is also a B2B broker and product strategist, connecting cannabis companies with premium products and distribution opportunities.
